I Can't Upload Photos or Use Smilies?

I've not had this problem before. Any ideas whats going on?

I run Win7 with the latest IE and cant get smiles to autopopulate the message when I press the icon. I have to resort to manually typing them in.

I was running IE

I've just uploaded a pic using Safari

So my problem is withe IE
