perhaps its best not to ride the sections mentioned, unless you are willing to be illegally confronted and have your bike illegally confiscated and illegally crushed .. (its a bit like being illegally dead .. you still can't move much or ride a bike too good :S )

IIRC the seasonal TRO on the southern bit from aberdulais ends June 1st, is that still the case?
