Google maps might use data if you go out of the area that it's got the mapping already downloaded, hopefully by Wi-Fi. Probably best to ask your network if your data package is applicable to Norway.
I use Here we go, another app for your phone where you can download maps via Wi-Fi. It's helpful as it shows the speed limit.

I use Nav Mi which is free in the UK and two or three quid for each other country. Does not use data although I find it best to put in your destination when connected to the internet.

I used it all over SE Asia as well. Downloaded the maps on free wifi and away you go!

I tried Maps me and its routing algorithms seemed to be a little strange if you went off its route, whereas on the same phone Here we go is fine. YMMV.
So I'd suggest trying out the options before you go to Norway.

I use Here We Go. Download your maps when you have free wifi, then set your phone to Airplane mode so you don't use any data.
