All tanker drivers still need to have an ADR qualification though but I know what you mean about 'outsourcing' to specialist logistics companies Richard.
Snaf the HGV 1 test is now being made easier because you no longer need to do a class 2 test before training for class 1, you can go straight from a car to a class 1. Also both the trailer coupling and trailer reversing is being removed from the test but the training company has to sign you off as competent before you take the DVSA 'driving forward' on open road test.
I've worked on agency for 15 years doing class 2 work as and when it suits me (usually 3 or 4 days a week but with longer holidays), in reality I did 5 years with a big company and the last 10 for another big company. The market is good for drivers and lots of work if you want to chase the money or if you want part time work. At 58 I'm contemplating doing my class 1 to get more money for easier work and hopefully less days to last aslong as my health or interest lasts.

BBC R4 had muddled 'hauliers' and 'drivers' this pm, and was interviewing a Dutch haulier as to whether he was going to take advantage of the opportunity to operate his fleet in the UK.
Apart from reporting on men who dress as ladies, the BBC seems to have given up factual journalism.
