Well, he's not a tout. It's supply and demand, simple. If someone is willing to pay it, it's not a "rip off".

Recovering one's outlay, including, possibly, a small percentage to cover time & effort etc, is not 'gifting'. Charging a margin of 87.5% over one's costs probably falls under the definition of profiteering.
