I'd use one of these and a combination padlock

Lidsafe by Pacsafe. A waterproof helmet bag with a wire mesh layer and a soft interior, attaches to bike via cable and padlock.

I have the HelmetLok II. What I like about it is that you can choose your own combination.

I got a cheap combination lock off Ebay.

You can't change the combination but you do get a metal stamped tag with the combination on it so you can fix it to your key ring should you forget.

Helmet-locks are well-and-good, but it is just something, personally, I wouldn't feel too confident about, leaving the helmet on the bike...I'd rather lug mine about  for, ironically, security reasons...
Hey! I'm a tourist. And that's how I like it.

Yep.

Same as many on here.

Pushbike cable lock - why make things complicated?

Top box or push bike cable lock through lid and handlebars. A box keeps it out of site and dry, but a decent cable lock is possibly more secure.
