Most motoring shops have tar remover.

At least you can get tar off, few years ago in Spain I came across a road being widened, they were spreading a mix of cement and stone, then spraying water over it, my bike was covered in cement for ages.

That's just the top bit in the photo, I can't imagine a tarmac laying machine would get enough grip to do the bottom section??

Well they always shut roads for resurfacing after a diesel spill, so I'm guessing that diesel on a rag is the answer to get rid!!!! :D

Just go to Halfords and go to the car detailing section. There are plenty of products on the market.
Personally I would not use parafin/ petrol or other products as they can have a negative effect on plastics, paint, etc.
