I think the problem is in the title. When people have very little self respect they are hardly likely to respect their environment. No permits, laws etc will change that.

I was at a car rally at Oulton Park on Monday the litter people were leaving was ridiculous, loads walking round drinking cans of beer when they’d finished most just seemed to leave the wherever they were?
