Get her a BT handset, line rental with BT and use the call filter. It blocks all calls apart from those listed in the handsets contact list. It's approx £30 a month including anytime calls. My Mum was getting endless sales/scam calls but since getting the call filter there are none.
Other providers may be able to offer similar for less.

Anyone any advise please,
Encourage her to use bad and non PC language or more seriously get her a phone that allows everyone she knows number to be programmed in and she can see who's calling before answering and therefore to only pick up the phone to people she knows. Worked for my old dad.
