Going to France for many years and never been stopped/checked etc. I always have spare bulbs in the car or bike. I use a Richa Hiviz over jacket and that solves it.

But you will get done if you dont wear gloves! You can wear crocs, shorts, you name it. But you must have gloves.

I go to the same place in France and am headed back again next month. 12 days on a large pitch to myself is working out at €14 a day, includes showers and electricty. What route are you taking? I believe Cherbourg/Rennes/Nantes/Niort/Bordeaux is ok on the services but you pay for them. Having done it recently I would certainly carry some spare fuel and get fuel if you see it available.
