Looks like multiple GPS devices possibly  for A: re-verification of position and B: Off road mapping.Camera front and rear for possibly youtube or similar blogging footage.
The problem in the UK is unless the light unit was specifically designed for HIDs they contravene the road traffic acts [MOT failure].Yes I know many still do fit them just look for dazzling lights coming towards you on the road as they are unfocused.Theres also the possibilty of it melting the lens...

Black will be the Earth wire and of the blue and brown one should be the dip live feed and one high beam live feed.So check by using the control switches with a volt meter that thay are both getting power on and off.
